This is the second chargesheet being filed in respect of the case. The first one, in which the former Tribal Director, P. C. Sanal Kumar, was among eight accused persons, pertained to the land acquisition for the project during 1981-'86. The accused in the present chargesheet are V. Venugopalan Nair, former Special Thahsildar (KSEB land acquisition), Sathyaseelan, former Village Assistant, Kamala Silvy, former Revenue Inspector, N. Bhaskaran Nair, former Special Thahsildar, P. Thrivikraman Nair, V. Vinod and Balakrishnan Nelliyath, Territory Manager (retail) of BPCL. According to the chargesheet, the former officials entered into a conspiracy with Thrivikraman Nair, who is the father-in- law of Venugopalan Nair. Accordingly, Sathyaseelan prepared a false mahazar in respect of 26.4 ares in Kazhakkuttam-Menamkulam village, which was proposed for acquisition for a BPCL project. On the basis of the mahazar, Thrivikraman Nair obtained a compensation of Rs. 22,000 as a project-affected person, though he had never resided in the land or possessed holdings there. He was also made eligible to get preference for jobs in BPCL. As part of the conspiracy, Balakrishnan Nelliyath recommended the name of Vinod, son of Venugopalan Nair, for employment in the BPCL as a project-affected person, the chargesheet said. The chargesheet was filed by the Vigilance Dy.S.P., Christy Bastian.
