The State government on Saturday urged the Centre to take the entire financial responsibility for implementation of various Central legislations such as Right to Education (RTE) Act and Mahatma Gandhi National Rural Employment Guarantee Act (MNREGA), in States.
“Our experience in some central legislations like RTE Act and MNREGA where we have faced the problems of both inadequate as well as delayed releases, raises our concern” Home Minister G. Parameshwara said at an Inter-State Council meeting chaired by Prime Minister Narendra Modi in New Delhi.
Thanking the Centre for making Aadhaar central to providing public services, he said the State government supported the use of Aadhaar as an identifier for providing subsidies, benefits and public services. “Aadhaar is being linked to the Direct Benefit Transfer (DBT) of various benefits/assistance/subsidy etc. All DBT schemes are targeted to be brought on to this platform by March 2017. Similarly, the databases of Kisan Credit Card, driving licences and passport should also be brought on to this platform,” he said.
Education policy
On the new education policy which was being formulated, he said it should shift the focus from inputs like more schools, teachers, entitlements, etc. to learning achievements under all service providers. The policy should not get confined to government schools, it should cover national and State institutions, both public and private. A child’s access to education should be the basis for public funding, Mr. Parameshwara said.
Noting the spread of alternative communication media and the challenges it has thrown, he said “We are still grappling with the challenges posed by the multi-dimensional use of the cyber world. The police force will have to be strengthened and upgraded to face this challenge.”
