'Judicial reforms must be implemented in phased manner'

PONDICHERRY, MAR. 3. Judicial reforms should be translated into action not only within the legal framework but should also be implemented in phased manner, taking into account the country`s cultural, political and social environment, Mr. Justice P. D. Dinakaran, Judge of the Madras High Court has said.

Inaugurating a one-day seminar on Judicial Reforms organised by the State Organising Committee (constituted by the Union Art and Culture and Tourism Ministry) for a `resurgent India' under the banner `Republic 50', today Mr. Justice Dinakaran said that the need for the reforms had been felt by all sections of the society and the terms of reforms should be derived through participative approach, social assessment and in consultation with the society.

Calling upon the persons interested in effecting judicial reforms to establish close rapport and nexus with the people at the grassroots level, the Judge said that the voices of the people at the grassroots level should be listened to as they had been quite often not heard.

The Judge said that the development and the impressive growth of the country in economic and other sectors had come to dismantle the criticisms of those who had nurtured pessimistic attitude towards the country.

He said that while evolving recommendations for judicial reforms the organisers of the programme would do well to ensure a comprehensive action plan . He stressed the need for a functioning and strong judiciary. Independent judiciary included the strong and independent subordinate judiciary also.

Mr. S. Seetharaman, Chairman of the Organising Committee said that the Central Government had as highlight of celebration of 50th Anniversary of Republic constituted State level committees to hold seminars on educational, electoral, administrative, judicial and developmental reforms.
