NALSAR to formulate new land Act

Telangana Government will bring some changes to the A.P. Rights in Land and Pattadar Pass Books Act, 1971 to address issues in regularisation of ‘Sada Bainamas’ (plain paper ) land transactions.

The NALSAR University has been entrusted with the responsibility of formulating a new Act, said Deputy Chief Minister Kadiam Srihari here on Monday.

Mr. Srihari intervened in the Assembly during the Question Hour to give further clarifications regarding regularisation of ‘Sada Bainamas’ in the State. The question was raised by Congress members T. Jeevan Reddy, D.K. Aruna, S.A. Sampath Kumar and others.

Mr. Jeevan Reddy said that the Government took a decision on June 3 last year to regularise Sada Bainama land registrations for agricultural lands in rural areas as one-time regularisation scheme. But, guidelines were formulated only on February 4, 2017 after a wait of eight months.

Mr. Reddy sought to know what steps the Government had taken to protect the land purchasers and he said that if the land was in the possession of a person for 12 years, then he should get the land title and the Government should ensure that it would withstand the legal scrutiny. He also sought to know by when the regularisation of such lands would be done.

Ms. Aruna said the delay in regularisation was resulting in many land disputes in villages as land transactions were being disputed by some claiming to be land inheritors. She said that over 11 lakh applications were submitted for regularisation. Mr. Rammohan Reddy, Congress member said that about 80% of farmers who had been cultivating the land but not recorded in the Pahanis applied for regularisation. Due to delay, 25 farmers committed suicide in Parigi and those in possession of land be given priority in regularisation.

Deputy Chief Minister and Revenue Minister Mohd Mahmood Ali said 33,249 applications were rejected and 39,200 were settled so far. He said that details of applications could be seen online and mutations were done only in case of land in possession of applicants.
