Chief Minister N. Chandrababu Naidu unveiled the Telugu Desam government’s vision for the next five year (2019-24) in the Assembly here on Friday.
Intervening in a short discussion on Vision 2019-24, Mr. Naidu said the election manifesto would be prepared in tune with the Vision 2029 (version 2.0 /2019-2024) and spoke of the need for a sustained growth of 12 % to reach the target.
The Vision document was released by Speaker Kodela Sivaprasada Rao at the beginning of the discussion. Mr. Naidu recalled how people discouraged and heckled him when he came up with the Vision 2020 for the undivided Andhra Pradesh, but they fell silent after seeing the development of Hyderabad and the combined State.
Quoting the first Prime Minister of Singapore Lee Kuan Yew, the CM said that the mere availability of resources was not sufficient for development, leaders with vision were needed. Only leaders who act would withstand the tides of history, leaders who merely talk get washed away.
Mr. Naidu said said the Per Capital Income (PCI) of A.P. was high when compared to the national average, but low when compared to the southern States. A plan had been drawn up to increase the PCI from the present ₹1.42 lakh to ₹1.80 lakh in 2019-20 and ₹3.78 lakh by 2024-25.
A.P. was the only State that had included ‘happiness’ as a measure of societal progress. It had taken ‘ease of living’ and ‘quality of life’ as pathways to happiness, Mr Naidu said. A.P. would be in the top ten States in the world for happiness at the end of next five years, he said.
‘Adverse conditions’
Listing adverse conditions the State faced after bifurcation, Mr. Naidu said that the Andhra Government forumated a vision document for the Sunrise Andhra Pradesh Vision 2029 which states that, “The people of A.P. envision transforming their State into a happy, inclusive, responsible, globally competitive and innovation driven society through structural transformation and by sustaining inclusive double-digit economic growth to become one amongst the three best states in India by 2011, the best state by 2020 and leading global investment destination by 2050.”
The State performed well despite the adversities achieving average of 10% growth rate. The tremendous growth achieved by agriculture and allied sectors was the reason for the double-digit growth, he said. A sustainable growth rate of 12% should be maintained to achieve the goal of becoming the Number 1 State by 2029, Mr. Naidu said.
He said the every MLA who is interested in the progress of the State would read the vision document religiously.
