Man files complaint against three for assault in disabled coach on Mumbai train

A person with disabilities has registered a complaint against three people, for allegedly assaulting him on a train. The incident occurred on at 6.15 p.m. on Friday on a Virar-bound fast train.

Sanjeev Modi said he was travelling from Grant Road to his home in Borivali after work. “One man and two women boarded the train at Dadar. I told them this was a coach for people with disabilities, to which the women said they knew the rules and would pay the fine if necessary,” Mr. Modi said in his complaint. The three then started shouting at him and beat him with chappals at Bandra station.

Mr Modi, who suffers from partial paralysis, said it took him six hours to register an FIR. He was asked by the Bandra railway police station to file it in Mumbai Central as the incident occurred in their jurisdiction.

An FIR was subsequently registered against Ramchandra More under Sections 91, 92, and 95 of the Rights of Persons With Disabilities Act, 2016 and pertaining to fraudulently availing benefit meant for persons with disabilities and insulting a person with disability in a public place. Government Railway Police officials said Mr. More (55) was a former head constable with Central Industrial Security Force (CISF) and had taken early retirement. According to Shailendra Dhiwar, senior police inspector, Mumbai Central GRP, Mr. More was travelling with his wife and a friend. “In their statement they have said they told Mr. Modi they would alight from the train at Bandra, but he started hurling abuses at them and hence the matter escalated.”
