Union Home Secretary G.K. Pillai on Monday said he could not rule out the possibility of involvement of foreign hand in the Saturday’s Pune blast.

Mr. Pillai said there definitely was a link between the blast and American David Coleman Headley, a Lashkar-e-Taiba operative. Headley had spoken of an ISI-sponsored “Karachi Project” to take away Indian youth to Pakistan and indoctrinate them to carry out attacks in India.

Mr. Pillai said Headley had also linked ISI to “Karachi Project” as it would show that Indians, and not Pakistanis, were behind terror attacks.

The probe into the Pune blast was in a “very preliminary stage,” he said.
